Pavarini McGovern was the construction manager for SJP Properties, to build the Waterfront Corporate Center (WCC) Phase II. This second office building at the multiple building complex has below-grade parking and is located on the banks of the Hudson River in Hoboken, NJ.
Phase II of the WCC was a public/private joint venture comprised of the Port Authority of New York & New Jersey (PANY&NJ), who owns the land; the City of Hoboken; and SJP Properties. Our project team worked with the PANY&NJ on a daily basis to ensure that construction—driving of piles, sheeting, de-watering, foundation and structural work—met the agency’s requirements. The extensive de-watering consisted of 25 well points that were 10ft below water level, and had an intricate branch system that fed into the city’s sewer system.
The Phase II building sits on a pile foundation. It is constructed with a structural steel frame with poured concrete decks, and is connected by a multi-level base to the adjacent WCC building. The building’s exterior is a panelized stone and brick cavity wall system. Double hung aluminum-framed windows are on the upper floors. The lobbies are finished with granite, limestone and wood paneling.
We collaborated with The Urban Affairs Group of Hoboken, NJ for the administration of the M/W/LBE program. The PANY&NJ served as the monitoring agency. Our efforts resulted in contract/vendor awards of 22% for minority (MBE), women-owned (WBE) and local (LBE) business enterprises. Our team achieved a workforce participation of 26% MBE and 1.5% WBE. The project also sponsored a superintendent internship program.
